As far as I have heard, to take a MCAD beta exam, you must already be an MCP.  If you are, you can submit an email to mcphelp@microsoft.com to find out the specific qualifications for the exam you'd like to take.  Here is an email reply I received for the 70-305 exam.

Thank you for your interest in the Beta Exam program.  Invitations  have been sent to qualified target audiences who meet the specific criteria designated by the exam developers for Beta exam 71-305.  The criteria used for selecting qualified candidates for this exam are as follows:

Candidates are eligible if they have passed one of the following exams: 70-175, 70-176, 70-229, 70-230, 70-234, 70-306
