Always start at the vendor site, know the material there inside and out.

MCSE on Microsoft Windows 2000 Certification Requirements

Windows 2000 Professional

Windows 2000 Server

There's a lot of overlap with the MCSE 2003 Program as well so keep that in mind as you begin. If you drill down into all of this, you will have a good start. Know your prey!

There is no recertification required.  MCSEs under NT still are valid.  No more testing for NT is done, however.  MCSEs under 2000 can upgrade to 2003.  I think you have to take 2 tests.  You can go directly to the 2003 track.  As to validity, the credential demonstrates that you have expertise in the respective platform.  Obviously that alone will not get you a job.  You have to be good at what you do, or be a bright and capable enough apprentice for someone to take you on.  Certainly interviewing skills count, experience, character, education, etc.
