What exactly does 'not fully routed' mean? Would that apply to a network using hubs instead of switches.

Switches seperate each port into a single collision domain. This enables full duplex at each port. Hubs do not do this, each hub is a single collision domain, hence half duplex.

'Not fully routed' would seem to imply that some sites are not always available to the others, suggesting demand dial connections. This is a good application for site links, bridges and bridgehead servers.
