e:\ not accessible - device not ready

Yep this is a common problem i know. i 've read around and looked at peoples answers to this problem. BUT there's a twist. I using a Toshiba Satallite Pro 280 CDT
win 95
The cd-rom icon appears in My Comp and Explorer but displays "E:\ not accessible device not ready"

i...
- tested several different drivers
- have tried burned AND NON-BURNED CD'S
- hear spinnig
- see light
- am pissed off

I think it could now be a hardware prob. What hardware probs can occur? Remeber it's a laptop and its bloody hard to get inside the XXXXX.

Boot from a Windows 98 startup disk & try to access the CD-ROM. If you can't then it's most likely a hardware problem. If you can then your problem is the Windows driver, or config.sys/autoexec.bat lines...

already done

booted win 98 disk and it created some files in another temporary drive (can't rember why)then it changed the cdrom drive from E to F. but it still failed to read that drive (This was all done in DOS).
Tried wading through the lines of rubbish in my autoexec and config but had no luck. even changed driver files and wot not. Help me here someone! aaaagggghhhhh!!!!!!
