Install the Oracle Software into your PC, get the ILT Offical Training materials from Oracle.
Read,Practise all the labs stated inside and understand it.
Then, go for the Oracle Certification.

hi hydro,
you can download oracle software from http://otn.oracle.com (create a free user account first).
you need a good internet connection and some patience Oracle 9i has about 1,3 GB !!
While downloading read the Oracle concepts guide (check http://tahiti.oracle.com) from cover to cover. Before installing read the installation guide - it's vital for success!!
After installing and configuring the listener and tnsnames create your own database - copying the standard-database is cowardly! .
If you can connect to sqlplus create a new user and start reading a good sql-book or attend a sql-class.
