Is it appropriate to ask for help with a program in VB.NET
in this newsgroup? I am a beginner at VB.NET and need some
organization/algorithm help.

A good place to start is the product documentation. Also the msdn has
some good articles aimed at beginners.
BTW, you always learn more by answering your own question by yourself,
i.e. by researching into the problem/question; it is almost certain
that the question has been answered [many times] before by someone
else. The web [and newsgroups] are excellent for research.
