A Brouter actually works on both the data Link Layer and the Network
layer.
It uses the Network layer to deliver the packets, but if the send
fails then instead of discarding the packet as a router would do, a
Brouter attempts to deliver that packet by using either Data link
Layer info or the MAC address.
