Excuse me my ignorance but I havent really heard of "Seible" <I suppose its a DB>,
Oracle exams (at least for OCA and OCP application Developer) are not too complex and You will have a lots of good resources out there (ILT,Sybex, STS, testking etc.)
As u might guess most of the studymaterials (especially the best ones) are not free and are copyrighted so Im not eligible to send u materials.
But you can find a lot of materials from ebay

Instuctor Led Training is only a requirement of 9i. However, you can do self study for 8i and take the 9i upgrade exam without the instructor led requirement. I checked into this personally at OracleWorld when it was in San Francisco back in November.
Definitely check out Oracle University if you want to start with the 9i track. If you don't want to spend thousands per exam topic, this is what I'm doing (8i to 9i track). If you are interested, check out www.oraknowledge.com for their 8i/9i track. It's a little bit of money ($1,995), but it covers all 5 exams for the 8i w/upgrade exam for the 9i track.
