You need to do your research Millimeter before attempting to answer these
types of questions just like the SCSI question in the A+ group.
VLANs are created at layer 2.

Are you sure?
VLANs are configured by physical switch port, thus layer 1.

Yes, but they don't physically disconnect the ports from communicating with
each other .. the switch simply refuses to forward any MAC frames (= data
link layer, no 2) between different VLANs, in effect creating disjoint
(virtual) LANs.
