Once you start plugging in numbers, the answer makes sense.
Assume each user has a 56k modem. If everyone is connected and receiving information at the exact same time at the ideal speed, then 5,600,000 bits would need to be transferred each second. (The actual best speed thanks to the FCC is 53,000 bits per second, and in many areas, 44,000 is the best they can get due to the quality of the phone lines.)
Chances are, even if you had a large enough modem bank to support all the connections, you wouldn't get hit with anything near that amount of bandwidth request. People do actually take time to read the web pages they download. Even if they average only 4 seconds of viewing per page before requesting a new web page, that means that you only need 1/4 the full bandwidth. 5,600,000/4 = 1,400,000 bits per second. A T1 gives you 1,540,000 bits per second.
