Hello and help!

Hi everyone! I'm new in this forum, and I recently finished my A+ and am now planning to go on to W2k pro, so I think I will be spending a lot of time here for the next couple of months. I hope to do Pro some time in the fall. Anyway, I was hoping you guys could help me with a problem I am having. I already posted this in A+, but I didn't really get the answers I need and my problem is driving me nuts.
I have Pro installed on a computer that has three users, and there are two glitches.
First, the WINNT folder is opening on startup, and this happens regardless of who is logging in. The second problem is that when I am logged in as administrator, the shut down dialog box doesn't work. I can't shut down, log off, restart, or anything. I have to restart from the computer itself, and then Windows starts, the logon box comes up, and then I can shut down.
I am interested in knowing both what caused the problem, and how to fix it. Any ideas? I would really appreciate the help as this is keeping me up at nights and undermining my confidence as a networker.

the winnt folder opening up, check startup for allusers, see if there is a shortcut there.

also in the registry there is a startup or run (can't remember exactly) that runs programs an login.

is it just administrator that can't logout? do you mean it hangs when you try? look for a program running in the background that needs to be shutdown first.
