As an individual... hmmm...
You could try pricewatch.com and nextag.com for new equipment.
New equipment should run about 30% off of the official Cisco list price.
If you want "reputable" refurbished devices, comstor.com is one of Cisco's official refurbished equipment dealer. You may have to register on the Cisco website to gain access to them. 
Which devices are you looking at? We may be able to point you to some alternatives.

With you being in Algeria, buying stuff from the States is going to be REALLY expensive WRT import duties, etc even if the actual devices aren't all that expensive...
Believe me, I know! You could maybe find a few devices for less than $1000 on eBay but you'll pay almost double that on import duties so then you might as well look into a local Cisco supplier and buy the stuff brand new! It'll cost about the same...
If this is for practicing for an exam, maybe you should look into buying time at an online site like routersim.com...

hi,
I prefer ebay. I bought all my routers and switches for my ccie lab for US$10K. I agree, If you are in a country where you imports will not attract any duty it is more preferrable, otherwise ebay is most preferable. At ebay auctioning look for the sellers with high credit rating and who offer replaceable warrenty and non-DOA. This way you can make your life easier.
