Just working through the answers to my first 216 Trancender attempt.
The explanation states that WINS servers do not recognise b-node clients so
a WINS proxy must always be used. Up to now I was under the impression that
a WINS proxy was only necessary if the b-node client(s) resided on a
separate physical segment to the WINS server itself. Any clarification
offered would be gratefully received.

A wins proxy is always required for a B-node client because the client
does not know what a wins is. As long as it is on the same
subnet/segment it can broadcast to the system it looks for, but it has
to get information from the Wins in case it looks for a system on
another segment/subnet because it can not broadcast across a router. So
the reply is that a broadcast node always needs to have a wins proxy
asking the wins on behalf of it, even if it is next to the wins.
