Sysprepped WinXP images with netmeeting RDS

Dear All,
I have created a base build of Windows XP Pro which includes netmeeting with
RDS activated.
However, when i sysprep the image and deploy it, netmeeting will not answer
calls.
The service starts, and i can unpause it, but it will not answer any calls.
Additionally, the icon in the system tray does not give the option to turn
off RDS and there is no GPO dictating this.

Does anyone in the group ave any ideas as to wehat might cause this and
hence a way around it,
