Important... Do Not Quote the Answer You Saw...
Do not quote what you saw at the website. Let others make a guess and have some fun.

My guess is that it is too new for anyone to actually get meaningful figures. No submission = $0.00!

Is the economy really that bad?
I think the technology sector will pick up soon, so it makes a perfect sense to study and get certified now.

Studying and getting certified is a counter-cyclical business. Times are bad, people study even harder. Times are good, they study to stay ahead.

Hehe - maybe that salary range reflects the experience of those who used their preparation materials... ;-P
It is true that certifications tend to be counter-cyclical - it's one reason I've been picking up a few certs lately making arrangements to pick up another graduate degree - this time in a field actually related to what I do... ;-P
Although I've been very lucky to stay employed through this whole period - even luckier in that I decided I needed to change employers, and managed to do so with no "downtime" - you can't help but be aware that things are more precarious now...
The salary range for the CIW designer sequence is also going to be hurt because it's often being presented as an intro IT certification - which means it will attract a lot of people who have no prior IT experience, and who may discover ultimately that this field isn't a good match for them...
