Question Winproxy Issues (Urgent)

I Have two win proxy on Win NT 4 and 2000 servers. I want to block all instant messengers on NT 4 server proxy. Win 2000 proxy should enable of all messengers. I have
blocked “gateway.messenger.hotmail.com” "msg.edit.yahoo.com” these domains, but
messengers are still working. I think that because of another proxy server. How should I implement this?? Help me pls
