windows XP Help needed

I am getting the following error on Windows XP Home Edition. It is a brand new computer from Dell with 256MB of memory.

Limited Virtual Memory

Your system has no paging file, or the paging file is too small.......and adjust the paging size in Control panel.

I tried the following..
Adjust the paging size per MS recommendation.
Remove easy CD-Creator
Remove Norton
Did system restore

I have had it..any idea before I format this PC ?

i'm not sure where it is in XP but on 9x under sys properties you have a button that lets you change your virtual memory options it should be set to let windows deal with this crap or at least 1.5x your ram
