how to established(from bigining) the whole ISP(from devices to networking, software, security, and maintainence, billing server ,capable of providing dial-up & leased line) setup from a-z.

That's a very broad question. There have been many books devoted to small parts of this so you may want to check out some of them.

There are lots of things you have to do.....and is not easy to explain that, you question is a huge question, yes there are books and also you can get all the information you want on the net, but one by one, good luck and if you need some help just send me an e-mail, i will try to help as much as i can.

Double check ISP-Planet. They have a lot of articles on this sorta thing. There are two main server platforms to choose between: Windows and *inux, and which on you choose has a lot to do with what software you use. Cisco has a lot of whitepapers on connectivity.
