www.cheapisdn.com seems good and they support S/T interface so you don't need the NT1.
I used to have a Teltone ILS2000 and they are buddy expensive that cost me US$2600 where as the above one cost about half and seem to have about the same features. And you don't need those extra features anyway.

Now that is expensive
Man with that high of a cost, it almost seems to be cheaper to use actual ISDN lines instead of a simulator!
