FrontPage writes dirty code, but you can always fix that by editing the source directly.
Personally, I miss Visual Page by Symantec. I wish they still made it. It wrote very clean code, and didn't try and take over your whole site like FrontPage does.
You might want to go to www.download.com and check out the user comments on some of the downloadable stuff.

All M$ HTML-generators seem to write dirty code. If I have to do something really fast, I use Composer, otherwise I stick to vi or Notepad.

I actually have never used an HTML editor, always just notepad, but it gets to be time consuming and I wanted to start on a big project.. From reviews I've read so far thought, it's been Coffe Cup, but I'll take a look at Netscape Composer.

a simple way is notepad! FREE and come with Win 
I don't like much with Frontpage and Hotdog!
a simple HTML is a very simple. Just like HTML.

Macromedia dreamweaver if you don't know how to code hmtl.NOTEPAD is the best if you know how to code.

depends on the usage you want:
use frontpage/dreamweaver for edit layout and content; dont use frontpage to edit ASP coding - tends to change the codes..; might want to try editplus (www.editplus.com) for coding (ASP, C, etc)
