I'd say for most people self-study is a good option. I'm paying TechSkills a heap of money, but their Oracle program is so poor that it's just a big waste of $$$. (The MCSE folks seem to be very happy, though.)
Different book series' have different styles of teaching. You may want to see if your library or friends have any you can borrow for a while to see if you like their style. I've been using the Oracle Press Books (Developer), and I've also got the Coriolis Exam Cram -- part of which I hate and part of which I like.
Oracle has some nice online interactive classes at their OLN site. A subscription isn't cheap, but they offer free classes, too. You can either check those out or just take the freebies. I tried a couple of the DBA classes and was impressed with the presentation of the material, but I don't think you could use that exclusively.
Good luck!
