IOS Versions
Can I still understand and pass the latest CCNA exma with IOS 11.0 versions or earlier installed on a 2500 series rounter. Also Why do I need two or more routers for this exam.

IOS 11.x is very old, though may have enough features to get by - I haven't used it for a long time. If you can upgrade this then you can only gain.
Why do you need more than one router - not many networks have only one router?? Two is pretty much a minimum for CCNA, I'd suggest 3 to be able to fulfill all scenarios sufficiently.
