I put this in the wrong forum before, can you guys help?

I put this in the ccna forum by accident.
Im wondering if this is true or not??? If you have a cisco router on one side of a frame-relay circuit and a non-cisco router on the other side (bay in this case), do all routers, 1. cisco 2. switch that cisco is attached to 3. switch the bay is attached to and 4. bay router, have to be using the encpasulation of ietf? Also, can a serial port be in "up, up" state and not be able to send data over a link if the encapsulation is not correct? Thank you in advance.

I'd guess that you'd want to use IETF on both routers and both frame-relay switches. And I think it'd be possible to have your serial port up and up if the encapsulation was correct between that router and its frame-relay switch. Your virtual circuits would not be established though if the encapsulation was not the same on the distant router and switch. Just my guess.

I'm not sure that is right, but I can't say you are wrong. The frame relay rfc is only between the site and the frame switch. What happens in the cloud is of no concern to frame-relay. Just to standardize configs we always use the same on both ends but I can not swear it is necessary. Guess I could change it on a site and see what happens
