encapsulation issue

Im wondering if this is true or not??? If you have a cisco router on one side of a frame-relay circuit and a non-cisco router on the other side (bay in this case), do all routers, 1. cisco 2. switch that cisco is attached to 3. switch the bay is attached to and 4. bay router, have to be using the encpasulation of ietf? Also, can a serial port be in "up, up" state and not be able to send data over a link if the encapsulation is not correct? Thank you in advance.

Yes, they must use ietf. And yes, I have seen instances where the PVC is up and up and not been able to pass traffic. Since frame relay operates at layer 2, you could be receiving LMI from the CO switch. However, if their is a layer 3 problem you won't be able to pass traffic.

You can be up/up on one end and not passing traffic due to a problem in the carrier's cloud without it being a layer 3 issue. This rare but it has to due with the cloud not passing on that the other end of the PVC is really down. If it is in fact layer 3 then it would be your fault.
