About Recovery Agent...
My server is a stand alone server (no active directory was installed). Mary encrypted a file named "ABC.txt". How can I use Administrator accout to decrypt ABC.txt? I don't know why I could not import the Administrator cert into the Recovery Agent. Why and what steps to do it?

The local administrator account is the default recovery agent on stand alone PCs. Just log on with that account and unencrypt the file.
