the tcp/ip protocol suite has specifications for which layers of OSI model?

Because the TCP/IP protocol suite is not just tcp and ip. The entire suite is comprised of protocols and utilities that span from the network layer all the way up to the application layer. (ip, tcp, http, telnet, ping etc.)

but the 4 layer TCP/IP protocol stack also has a layer network access, which is the peer of physical and data link layer...?

Good point. From what I gather, the DoD didn't develop any protocols for the network access layer to maintain vendor interoperability. In other words, there are no TCP/IP protocols that work at the network access layers but the layer was necessary for a complete communication model.
