Can admin assign permissions?

Can administrator assign permissions to a file while the administrator explicitly is not allowed to access the file or does the administrator have to take ownership first and then he can assign permissions to a file?

ummm if the administrator doesnt have access to the file then he can't open it... BUT

he can delete it.

actually there is a way to access files that are encrypted (i am guessing that is what you are talking about) but it involves a crack of sorts. but i have seen it done. the original users account must be available too.

im not to sure of the details of the crack other than it was a lengthy process. it was done because the person who encrypted the file was ill and she couldnt remember the password she used. but she did have her regular account password and that helped us a lot.

Admins can always change the Permissions on Folders, if they have permissions or not.
Unless, of course the file is encrypted.
Even then, Admins can de-crypt the File.
Try it out:

Create a Folder, go to <Sharing/Security>, Security-Tab, select <Deny>, hit apply and exit. You have no longer access to the Folder.
Now do the same and uncheck the deny-checkmark, apply and you have access again to the Folder.
