Network standards are usually discussed and approved by IEEE, IANA, ICANN, etc. Hardware and software vendors, then look for ways to profitably implement these standards. Companies such as RSA, Verisign, Network Associates, etc are out there selling products and services along with 1000s more. Try to subscribe to security related email lists to broaden your familiarity in this subject, if you are interested.
