A little RIS action for you. 
Slinky is the administrator of a single segment, Active Directory Windows 2000 network. His is up to his elbows configuring RIS to deploy Windows 2000 Professional on 25 newly received client computers. To deploy RIS, he has also brought a DHCP server online. Slinky's phone is ringing off the hook because users are calling up and stating that when they attempt to install their computers, they are unable to get an IP address.
What should poor old Slinky do?
A. Configure each computer to boot from a remote installation boot disk.
B. Create DHCP reservations for each client on the DHCP server.
C. Start the BINL (Boot Information Negotiation Layer) service on the RIS server.
D. Authorize the DHCP server in Active Directory.
E. Add a DHCP relay agent to the network.

D
A DHCP Server has to be Authorised in Active Directory before it as able to Provide IP Adress Information to the Clients.
Depending on the NIC Card it is also Possible that you need a Boot Disk for the Computers so that the Computer can Boot and so that the necesary Information to make the Connection is Available

And the answer is....D
The DHCP server has not been authorized in AD. Because of this, the DHCP server can not answer requests from the client PCs.
If the clients were PXE compliant, you'd receive a boot error msg. You do not need client reservations on the DHCP server. If BINL was the problem, the clients would still obtain an IP address and start getting the RIS image but then would error out.
