The beta for the exams are expected to be out by June 2003. So I'd say the actual exams will be available some time around August or September.

Will 2003 have this new HAL that includes copy protected hardware or am I thinking of the next version of windows for home users?

No Home version!
Forget about using home version of XP. You need to get yourself a Professional version of XP. I know they look the same, but believe me, they are different. I really don't have the time to explain all the differences, so you might want to read about it in your own time. But remember, Home Edition is no good and of course any new OS comes with it's own HCL. So I suggest you read about that too. good luck!
