Dear All,
Does anyone know of a freeware product that allows the creation of multi-page TIFF images?

Not really. They are images that can contain multiple pages which you can - using a suitable viewer, view as a series of thumbnails or one page at a time.
For example, you could scan a document that contains 10 pages, they would save as a single TIFF file but you could scroll between pages.
Viewers are abundant but I can't locate a cheap option to create the files themselves.
