I have an ASUS 9950 Ultra Nvidia card mounted on an ASUS P4C800 Deluxe motherboard.
In the foreground my display has broken or hyphened horizontal lines at bootup and broken vertical line at other times. I have tried different monitors and I have the same condition with both.
Any ideas?

Lines that appear where they should not especially hyphenated lines is generally an indication of bad video memory. Video memory is very sensitive to static so it is not uncommon to zap a card during installation.

Ouch!
Anyone have any experience with ASUS on returning video cards?
Or perhaps I should return it to the vendor?

I would try the vendor first, then if that failed, go to ASUS. ASUS appears to be a reputable company.

I would return the video cards.. Keep it simple and don't mess up your board
