Post the IP configuration of both systems, especially the laptop's.

yes, sorta. I assume you are using the default subnet mask of 255.255.255.0 too?
The default gateway on both is the router
address?
Can you ping the router from the Laptop?

But when you try to ping the PC, from the Laptop, you receive the packet loss messages?
Have you tried mapping a drive to the Laptop from the PC using UNC?
Are you sure the Workgroup names are spelled the same? I had a system that had a space at the very end of the Workgroup name, difficult to see, unless you went to the end of the word used. Just a thought.

UNC, short for Universal Naming Convention.
such as net use J: \\NetBiosName\ShareName

NetbiosName == ComputerName
Sharename == Name you've given to a share
on the system. Say for example I have a system named NW60 and have shared a folder on that system with a share name of Users.
Now I want to map a drive to the share on this system and want it to be my J: drive.
The commmand line would look like this.
net use j: \\NW60\Users<press enter>
Follow me yet? I am opening a command prompt to do the above too.
Take a look at this also to see if it helps you sort it out.
