Server 2003 - Syntax error on linux

Syntax error on linux

Can some one tell me where this error is?
(Syntax error on line 14 of
/usr/share/dtc/etc/vhosts.conf:
Invalid command 'php_admin_value', perhaps
mis-spelled or defined by a module not included in the server configuration)
If i go to that line and fix & reconfig it changes it back and makes the error again.
