Has anyone taken both the security+ and the CEH?

I was wondering which one is harder? If you can pass the CEH do you think you can pass the security + with no additional studying?

I know that I am showing my ignorance here....but what is the CEH and who is it through? I apologize....but haven't heard of this one. Any information would be appreciated. Thanks,
