Ok, IPSec apparently works on the Network Layer (3) right? And L2TP works on the Data Link Layer (2) right?

So why am I having a hard time understanding what is going on when you are running IPSec with L2TP? Does it setup a tunnel first? Then the tunnel is established.....switches over to Layer 3 to establish an IPSec Tunnel?

L2PT and PPTP are IPSEC protocols. IPSEC is an addon to IPv4 so it is at the OS layer and therefore needs help. IPv6 it all become native and I think the function drops back to layer2. From memory may be wrong. There be fires about got to go.
