I think its relative to what you like, and therefore learn best.

For some people its networking, for others, it might be an application like
Exchange.

I remember a few years back a common answer to your question, would have
been SQL being the most difficult. But then again, when I did the SQL 2000
Exams I found them quite easy.

As for a definitive list of exams ranked by difficulty, I don't think such a
thing exists.
