virtual ftp server or guest account?

| I'm afraid I'm not understanding the difference.
I host a few websites (virutally) with the same ip address just different
dns entries pointing to the same ip in apache.
I wish to allow these users to ftp in and edit there site. Which ftp
solution am I looking for?
Also, can anyone recommend an automation tool for creating the useraccount,
home dir, apache virtual server, and ftp solution?

Try ProFTP (http://www.proftp.net) Their site has a lot of good
documentation to get you rolling, and their configuration files are laid
out very similar to your httpd.conf file, so it'll look familiar to you.
And although it doesn't look like it at first, it's fairly easy to use.
Look at their sample conf files, and decide which route is best for you.

1. Webmin, although it's not automated it sure is easy enough.
2. Plesk (http://www.plesk.com/html/products/index.htm) Not automated
3. Custom shell script
