Author Modem is "busy"

I clarify the following:
1 - My modem is US Robotics\3COM 56 k fax modem model 5610 (rev 1)
2 - It is in a PCI bus
3 - Linux kernel 2.4.18,
4 - KUDZU detect this hardware
5- Initially Kppp said "there is no modem installed"
6 - I installed "LNUX_3ComMdm-1.0-1.i386.rpm"
7 - Then Kppp said "Modem is busy".
8- I tried the following :
8.1 - cd /dev
8.2 - ./MAKEDEV ttyS14
8.3 - cat /proc/pci
Answered......."irq 5" and "I/O at 0xd800"
8.4 - ln -sf /dev/ttyS14 /dev/modem
8.5 - setserial /dev/ttyS14 port 0xd800 irq 5 uart 16550a
9 - After that, Kppp continuing with msg "modem is busy" and i obtained the
following info:
9.1 - /dev/ttyS0 at 0x03f8 (IRQ=4) is a 16550a
9.2 - /dev/ttyS1 at 0x02f8 (IRQ=3) is a 16550a
9.3 - Under Rwindows, this modem is running in COM5 (???).
10 - I tried many other things but it still doesn't work.
What have i do ?
