probably you didn't chose this package during instalation, you have to
install it from your installation disk, or download from web...

I have heard from some sources (cannot remember where) that linuxconf
contained some bugs, and was therefore no longer part of the default
redhat system. You will need to install it manually.
Insert the CD, mount it, and then use rpm -U to install the RPM.
