At the transport layer flow control handles windowing and requests for retransmission as well as determining thresholds for the application it is servicing (preventing buffer overflow, etc.). At the physical layer the data rate is determined by the mediu
m that is supporting transmission. This is the maximum transfer rate that can occur regardless of how well an application can handle that data.
