Exam is definitely tomorrow

| Sick or not the delay is making me more sick so I'm going through w/my exam.
I have some question that I can't make out again on Cert21.com I wish
they'd fix those questions since I paid them 59.00!!!
Here it is if anyone can help:
A circuit has a backup communications link failure. The telco has tested
clean to the Demarc. The modem responds to a command to go off-hook, but no
dial tone is detected. What is a possible cause for this dial backup
failure?
a. router
b. Cable C
c. Cable A
d. Cable B
For some reason I want to say "router"... Any ideas?

We can't see what you see .... but if you can issue commands through a
router to a modem and
the modem doesn't get a dialtone then it must be a cable.
It is likely to be the cable anywhere between modem and demarc.
so out of Cable A, B, or C, which one fits that description?
