Does anyone know of any programs that help you build and troubleshoot
virtual networks? I'm sure I'm not the only one with this idea, but I
haven't seen any posts on it.

you might want to look or ask this on the Cisco group if memory serves there
are some simulators out there and I am pretty sure I read about them on the
cisco newgroup

Try Sybex for their E-trainer - comes with Todd Lammle's CCNA Study Guide.

You can also try www.routersim.com (seems like the same product to me)

Also, there are sites on the internet that are virtual labs with actual
routers you can
rent time for use on. Search google for listings.
