is there a commercial tester or how can I test a patch or cross over cable
(self made) before I actually use it?

There are many cable testers available on the market. There are some for as
little as $100 and others that can cost more than $1000.

You'd need some very sharp and thin probes, but a cheap multimeter and
a knowledge of the proper pinout will also verify such a cable,
although it won't verify it is sitting properly in its socket.
