Author checkpoints & retransmission

I'm on my second reading of Groth's Network+ Study Guide and I need some help
on this point regarding data transmission: "Once a checkpoint has been crossed,
any data not received needs retransmission only from the last good checkpoint"
(55). Just what might this checkpoint be? Obviously it has to store the data,
even if only for a few seconds, in order to be able to retransmit it. We must
be talking about, what, a router? I'm just not understanding this.

Another thought: Or, is the checkpoint a function of TIME. That's all it can
be, really. Can anybody clarity this?
