There are many opinions on this, but from my investigations the purpose of
the CSU/DSU is to terminate the physical link and although sometimes refered
to as a modem is not. In OSI terms, this is all layer 1 the physical
layer.

Great question

They operate at Layer 1, 2 and 3 and perhaps even 4. 1 becuase they are
physical connections with connecters and cabling. 2 they have a MAC address.
3 as they have IP's etc and 4 for the transport control like TCP, etc.

That's a pretty busy device. I admit I don't have much experience in these
matters; however, the Larscom Split-T's we have at work aren't nearly that
fancy. Could you provide me (us) with some examples?
