What is the purpose of having an administrative VLAN 1? And what does it mean
by having all ports set to it by default?

I believe VLAN1 is the management VLAN because management protocols such as CDP are tagged with VLAN1. Having all ports set to VLAN1 by default means that by default, every port on the switch belongs to VLAN1 which means that they all share a common broadcast domain. If you want to define other VLAN's then you would have to create them, name them, and assign group membership to some of the switch ports.
