my old e0 ip was 192.168.1.1
i changed it to 196.198.1.5 so i changed my default gateway on pc but i
cannot download or open anythin on explorer.
can someone tell me whats wrong?

You changed your router's IP address to a completely new network. Not only
do you have to change your default gateway IP address on the PC, but you
also should change your PC's IP address to the one that belongs to the new
network -- something like 196.198.1.6; Subnet mask should be 255.255.255.0

Actually any address from the range of 196.198.1.1 to 196.198.1.254 will
work on the PC. You should make sure that there's no other PC on the LAN
that has the IP address you are going to assign to you PC.

your NAT access-list 18 only permits 192.168.2.0/24
it should allow your Ethernet0 subnet
no access-list 18
access-list 18 permit 196.198.1.0 0.0.0.255
