Cisco 2600 - reserve bandwidth for a server in LAN

| my company is using a cisco 2600 router for hk to china connectionwith line
speed 512k, i want to reserve 256k bandwidth for a server, how can I make
this work, now fair-queueing is set in router config

you can reserve bandwidth for your server using custom queueing (go to CCO and search custom queuing), but this will work only upstream. To do that in both ways, you would need to do that on remore router too.
