One way would be to run BGP between the VPN connected 2500 routers. If
you point everyone's gateway to the BGP routers, EBGPs admin distance
will trump your OSPF routes.

On the VPN 2500's just have a static default route pointing to your FR
router. If BGP is up and running, the static default won't be used. If
BGP goes down, the static default will be used.
